Depends on the rules of the con.

Many regional cons will give SFWA members and programming panels comp or cheap memberships, if they can afford to do so. Some don't.

The best thing to do is to contact the con and ask.

Are you looking to just attend, set up a table, or sit in on one of the panel discussions?

Attending is just a matter of paying the fee.

Getting a table is again, just a matter of paying a fee.

Getting invited onto a panel to discuss topics with the fans, or maybe even do a reading, is generally by invite only.

Very few first book authors get those, but it is not unheard of if the book does well.

For most cons, members who sit in on a panel get comped with free room and maybe meals, a table, and maybe some free tickets to give to friends and fans.

Contact the various cons you would want to attend and see what they offer. Couldn't hurt...

Many cons have pages on their web sites to volunteer to be on panels. If the con runners don't yet know you, they may ask what your creds are. It really depends on the con. A lot of them will require that you buy a membership and then comp you later if they made enough money. Hotel rooms are usually only comped for the major invited guests (GOHs and so on).

It's a good idea to get to know the SMOFs for local cons in your area.
