My bottom line is this, being published isn't a prize, or even a democracy. It's a business decision made by a publisher about full manuscripts they solicite. The first question would be do you even want to publish will S & S who have just hit the news for having a contract that keeps rights to books even when they go out of print (probably a "grab" for future e-rights). I wouldn't jump on this. The cost/benefit ratio looks dubious. I'm not saying it's a scam, it's just dumb.

I wonder if this is a sign that the flow of manuscripts from agents for submission to S&S is drying up, or that they expect it to dry up?

It might be another ploy to have their way with "out of print" status boilerplate.

I think it must he been in the works for some time, so if there is a link betwene the two issues it would have to be simultaneous not one after the other....
