    The Association of Authors' Agents (UK) and the Australian Literary Agents' Assocation also have codes of ethics.

    These are hardly carved in stone, though. They're strictly voluntary and policed by the organizations themselves, and agents who aren't members of the organizations don't have to follow them. There's no body that provides overall oversight or licensing for agents--which is why it's so easy for unqualified people to set up literary agencies.

    The Association of Authors' Agents Code of Practice.

    Australian Literary Agents' Association Code of Practice.

    The Association of Authors' Representatives Canon of Ethics.


    I suppose you can find the commonalities among them.

    There isn't any licensing board for agents.
