I have a Travel piece I would like to submit to a certain publication, but the Editor wants a resume and clips. Since I am not yet a published author, how do I approach this Editor? A Query letter? Or, do I just go ahead and submit the finished Article with a Cover letter?

I actually would send in the piece with a resume that shows you have expertise/experience in the topic about which you're writing. You'll have the piece in front of the editor, so he or she can see if you're a decent writer or not. It's really easy to nuke a query without thinking about it much. Good luck!
