I just got a form letter back from F&SF which contained the following description of my story: "Ron Goulart-esque."

Any SF/Fantasy folks out there who can help me decipher what that typically means, i.e. when your work is described in terms of another author? Is it akin to typecasting? Is it good? Is it bad?

(Incidentally, that's the second time one of my pieces has been compared to Ron Goulart. Maybe it's time to start checking out the man's work.)

I think it would depend on the author you're being compared to. And you're either likened to some author or another genre.

After reading the article on Wikipedia about Goulart, I'd consider that a compliment, myself. I wouldn't mind someone suggesting I had a "wicked sense of humor" anyway. :D
