When an offers on the table do agents typically nudge and let the other publishing houses considering their manuscripts know that they have an offer? Sorry if this has been discussed elsewhere as I did use the search bar to no avail, but alas this might be a result of my fledgling forum skills so please do not judge. =)

Yes that's usually what happens. They want to let the other publishers know what's up, to prioritise reading that particular MS and to give them a chance then to offer as well. The hope is that others will and then the MS will go to auction.
