Am I missing something? Isn't this vanity publishing?

That's exactly what vanity publishing is.

One of the most egregious examples of this "co-op publishing" was Tate. Read their thread in B&BC. They wanted $4000 from the author and they supposedly put up $4000 of their own. It doesn't cost $8000 to publish a book, so in reality, the author was paying all or almost all of the costs and Tate was still getting a percentage on every book.

Co-ops violate Yog's Law - Money flows TO the author.

Indeed. They try and mask it latterly with benign phrases like 'co-publishing'. I'm amazed that people are still unaware in these days of online exposure. It was much harder to spot them back in the 80s and 90s, though even they tried to couch their scams in euphemistic language.
