Oh, God. This doesn't sound like a "few bad apples" either, but points to a really widespread culture of corruption within this department. This is certainly going to make things harder for the good cops who play by the rules and actually want to help people. What happens to create a situation where cops are motivated to do this kind of shit, let alone think they can (and should) get away with it?

Oakland mayor Libby Schaaf fired interim chief Sean Whent over the officer sex scandal. Which is a shame, because by all accounts he was doing a really good job in instituting reforms and cleaning up the department. Speculation fueled by inside sources say that the real reason he was fired was because he started pushing back at the 13 year long federal oversight that he felt was actually hindering his efforts.

Then his replacement was fired shortly after that. And then, two days later, the replacement of the replacement was also fired, ostensibly over racist texts discovered among officers

I quite like mayor Schaaf, but I think she floundered way over her head in this one. The situation is totally out of control.
