How many necessary changes before a story is a New Story for first time print rights?

Let's say I get a story in print. How much does this story need to be altered for it to be considered "new" for the purposes of having new print rights?

I've seen some authors recycle the same ideas, and so I'm curious what the minimum amount of change is necessary before it's no longer a reprint but printable as new.
