Lip syncing is always seen as "wrong," though admittedly lip syncing to someone else's singing is considered a greater sin. I recall a girl singing in the Olympics from China was lip syncing to the voice of another girl doing the singing, but wasn't on stage because she wasn't seen to be as pretty.
Milli Vanilli was just a few years too early - with Autotune, they could have (maybe) sang their own vocals. The tool has even been used live on some of the musical awards shows(!).
