I wonder if it partly comes from the physical layout of the chambers. With the House of Commons and the Dail, government and opposition face each other at slightly over a sword's length, and debates, when they heat up, can be vicious. While the European Parliament/Scottish Parliament model of semi-circular deliberation seems to encourage a more sedate, and possibly sleepy, atmosphere.

Not that politics in general are more sedate, mind, just that the mode of debate can be sharper.

Exhilarating! I'd love to have politicians have the spine to eloquently tell it like it is without hesitation.

A lot of it is Higgins being a rhetorical badass and just never letting the guy speak or respond. The word salad is mainly some nifty filibustering while he goes in with the knees and elbows.
