I reading through Writer's Market I see that many publications say they want something called "book excerpts". This confuses me. By asking for "book excerpts" are they thinking I might have a novel I'm working on and would be willing to just forward a few random pages of my (yet to be published) novel for them to print in their magazine? Could someone please shed some light on this for me? Thanks.

Or it could be a combination of chapters, but either way, it must stand alone in the theory it should satisfy the reader as being complete. You may have to cut (extra) characters out, rework scenes that would only confuse the reader... etc.
