Book about wishes being granted by pressing thumb on a card?

This is a random question, but I'm trying to recall the title of a book I read WAY back when I was in grade school. I remember the basic idea being kids going to a circus/carnival of some sort and receiving one card each with a red dot on it. When they wanted their one wish granted, they pressed their thumb on it and said their wish, then the card would grow hot.

Random scenes I remember involve a girl losing her voice and croaking like a frog. Yet another involves using a stick to find oil in one's yard...the rest is all quite blurry, but I remember liking it.
