what's this mean:

It just means they'll hold your sub for a while and won't send it back. You cannot copyright a submission package. At no time should authors feel that since they sent a proposal to one house, they cannot send the same package to another. The proposal is actually not their property (other than the physical paper it's written on, maybe), but yours, no matter how vehemently they say so.
