Avalon is the first to come to mind.

The Wild Rose Press, epublisher, I think has a sweet line. White roses or some such?

In some of the HQN lines the "steamy" parts are optional to "closing the door." It depends on what the story is about.

I think you're right, and some of the home & hearth lines like American and Special Edition may allow closed doors.

You may want to hit Desert Breeze in June or July. The editor in chief has also posted a particular call for romances set in the first half of the 20th C., so if you've got something in that realm (or can be pushed into it), I say go for it.

They are very easy to work with and IMO the quality of the covers is terrific.

DBP does do inspie, but not exclusively. They're also open sweet romance of any subgenre, i.e., fantasy/sweet, paranormal/sweet, time-travel/sweet. As long as it's PG rated, DBP will give it a go.

They even rate the books on the web site as sweet, warm, etc. so the customer can choose what level they like.

One of their covers, WHITE TIGER, just took the EPIC's major award for cover art. They're relatively new but attracting more attention day by day.

has numerous imprints that accept various heat levels, Sweetheart Rose being the predominately 'sweet' imprint, but even the western and historical lines consider closed door. They opened 'The Wilder Rose Press' for steamier content. And, for inspie, they opened
White Rose Publishing, where faith is the cornerstone of love.
