Yet another formatting q

I'm editing a novel and there are many, many instances of scene or POV shifts within chapters. In a very few instances the writer has indicated these shifts with an extra double space between graphs. This works for me.

In the instances where he has not put in the extra space, I've used the # symbol to indicate one is warranted.

My question is: is there a standard formatting tool/symbol used to indicate these breaks or is the extra spacing enough?

Eraser, I think "#" means extra space. Whenever you see an extra space (to denote a scene change), use "#".

I'm not sure though (without reading the ms) that shifting POV WITHIN a scene by adding a blank space is standard practice. Generally speaking, shifting POV within a scene is not a very good idea anyway, but if it works for you -- but blank space usually denotes a scene change. A lot of editor would cut that out if it isn't so.
