Got my second rejection letter, woo hoo i'm racking them up, but it was fairly nice, i thought. They suggested some changes and told me to resubmit. Should I be encouraged or not even try?

It sounds like this wasn't exactly a rejection but an invitation to edit & resubmit.

I only have two words for you: Do it!

And congrats on that, too. IMO, it's definitely congrats-worthy.

Sounds good to me. Do the rewrite and get it back into them pronto.

When they say they are open to resubmission they mean DO IT NOW!!!

It's like an acceptancce in disguise.

Exactly.

It will also tell them if you are a writer they can work with.

Make sure you understand what they want, then do it.

Just to add my voice to the chorus, no editor goes to the trouble of making suggestions and inviting you to resubmit if they don't mean it.
