I'd have thought someone who writes technical manuals, guides, procedures, etc. Not related to craft ("He always starts his 2nd Act on Page 32 without fail") but to content ("1. Backing up your data files."). Shrug, random thoughts, could be entirely wrong.

Correct. My short stint as a technical writer involved writing up user manuals at Packard Bell for their pcs.

Medical writing is the same sort of thing, and usually includes transcribing doctor's notes. :|
