Do editors always respond?

For those of you who have agents, do editors from major publishing houses always respond to a submission? Or at this point does one still have to worry about whether or not a no response is actually a rejection?

No, editors don't always respond. Not even to agented submissions. But they almost always do.

I've had books go out on submission several times now and only one editor has not got back to my agent.

It's not rare. Certain editors are notorious for not responding to agented submissions. Some agents garner fewer responses in general.

And according to my former agent (and others have confirmed it), often an editor or several editors seems to drop off the map, not even responding to nudges. I have heard that editorial nonresponse is becoming more common as the number of editors dwindles and the number of agented submissions rises.
