I just bought and downloaded this program (http://writingoutliner.com/) (WritingOutliner) and it's pretty amazing so far. It works as an add-in within MS Word and has many of the same features as Scrivener. So far it seems stable and the best thing is that it allows so much freedom in how to set up your writing project.
You have access to all the Word formatting options rather than being limited to rtf files and limited formatting of Scrivener (or so I deduce) which is a great selling feature for me.
Also, I wasn't able to use the free-form index card feature in Scrivener for Windows since it's only accessible right now in the MAC version, so I've shifted to this new program.
The cost is currently $49 "for a limited time." You can download a trial version for free.
