Could be both depending on usage? The EU announced today that the latest EU rules covering sausage production had better be followed, or else.

I suppose so. The rule about countries is to use 'the' for plurals and compounds. So it would be the UEA, the UK, the Netherlands and the USA (and so on). The European Union is not a country but it is treated as such.
