my friend Hans has a webcomic called Ectopiary (http://www.ectopiary.com), which I urge you to check out if you like serious, moody work. I have more time than he has to promote it, so I wondered if anyone could suggest some general webcomic sites (versus sites devoted to particular webcomics) where I could go and do so.

I'm not sure how effective each is, but here's a few:

My two cents: Even in forums specifically designed for promoting your work, it's usually received more favorably if you (or your friend) stick around and participate. Get involved in discussions and let them develop a sense of who you are and why they should care you also just happen to be have a webcomic.
