Does anyone know if Time for Kids or National Geographic Kids accepts work from freelancers?

I've heard from other kids' magazine authors that National Geographic Kids has a moratorium on new work until 2007. They either have enough or are only requesting work from certain authors (or probably both.) I don't know about TFK. I haven't heard anything. You can go to their website and e-mail the editors for guidelines.
