If you don't want to get scammed, try studying the "Bewares and Background Checks" sub-forum here. There are also excellent sites such as "Writer Beware" that contain scam warnings.

I'm not really sure what you're talking about with an "investor" because publishing doesn't work like that (if you get published with a trade publisher, there is no need for investors, and if you self-publish, I don't think it is likely you can attract investors).
