a friend of mine (with whom i worked on a documentary for the past few years) has moved on to directing a new children's TV series and has sold its first 13 episodes to a local PBS affiliate.

they are currently negotiating an expansion of markets to other regional affiliates (and perhaps nationally).

he and his associates retain all IP rights, and he is open to me developing a children's book series based on the characters.

my question is this: would this inside track regarding licensing and the buzz around the show sufficiently intrigue an agent to take a look at the manuscript even though my previous publishing credits are not in the children's genre?

It might, although if you have a hand in writing the show or some direct affiliation with the show it would be more of a selling point.
