It's a good start, but it has a lot of room for back peddling. It's reliant on ground peace for the withdrawal, which is good and bad. Good because it opens up the chance for withdrawal, bad because it also opens up the territory for staying. If say, a surge happens one month. That could set back the withdrawal quite a bit.

I'm not really sure how I feel about this. It seems more like we're all (as countries) going through the motions rather than really doing something.

It does seem like a whole lot of nothing, like a photo op and nothing more. "Look at us! We came to an agreement!"

Because any sort of conflict on the ground, even just a simple suicide bomber, could be viewed as an escalation and negate the potential for troup withdrawal.
